Because the President's Emergency Plan for AIDS Relief (PEPFAR) is due for reauthorization in 2008, we have a unique opportunity to incorporate the provisions of the Protection Against Transmission of HIV for Women and Youth (PATHWAY) Act into PEPFAR reauthorization. Dear Congressperson,

The requirement by Congress that at least 33% of US global HIV prevention funding be spent on abstinence-until-marriage programs is costing lives and must be permanently removed this year. These programs do not address the realities of the populations they target. Many adolescents in high prevalence countries are sexually active and at risk of infection. Worldwide, more than 80% of new HIV/AIDS infections in women result from sex with husbands or primary partners. In 2008, I urge you to support the PATHWAY Act (S. 2415/H.R.1713) by co-sponsoring the bill and supporting its provisions within the reauthorization of PEPFAR. These critical steps are necessary to remove the 33% funding requirement and allow for comprehensive HIV prevention programs that meet the real life needs of women and youth.
